More than 1.2 million Texans are on the state's suspense list. About 300,000 of them live in the Houston area, and nearly 198,000 live in Harris County.
Suspense does not cancel a registration. Voters on the list can still cast a ballot in November. It means the county has not been able to confirm where the voter lives, and it usually adds a step at the polls. The last day to update a registration for the November election is Monday, October 5, 2026.
What the suspense list is
The suspense list is how Texas flags a registration when a county cannot verify a voter's current address. The registration stays active. The county simply has reason to believe the address on file is out of date.
How voters end up on it
Returned mail is the most common cause. Texas mails a new voter registration certificate to every registered voter every two years. When one goes to an old address and comes back as undeliverable, the registration moves to suspense. A returned jury summons or other official election mail does the same, as does any information indicating the voter no longer lives at the address on record.
Renters, students, families who relocated after a storm, and anyone who changed apartments in the last two years are the most likely to be affected. In Third Ward, that covers a lot of households.
A registration that stays on suspense through two full election cycles, or four years, is cancelled.
The numbers
Harris County reported 2,702,952 registered voters in March, with 198,369 of them on suspense. Statewide the figure was 1,228,918 out of 18,657,918 registrations, roughly 6.6 percent.
What happens at the polls
Voters who still live in the same county can vote. Poll workers ask them to complete a Statement of Residence confirming the current address. Bring ID as usual. In counties that still use precinct voting, a voter may be sent to the precinct tied to the old address.
Voters who moved to a different county face more steps. Depending on when the move happened and whether the registration was updated, the voter may qualify only for a limited ballot, which covers the races the old county and the new county have in common. Limited ballots are available during early voting only, and only at the county's main early voting location.
How to check your status
Go to VoteTexas.gov and select "Am I Registered?" The state's voter information portal returns the same record.
Search by name and date of birth, by Texas driver's license number, or by the Voter Unique Identifier printed on the registration card.
Read the status line. Suspense will be listed there.
Harris County voters can also confirm their record through the county voter registration page, by email at voters@harrisvotes.com, or by phone at 713-274-8200. Assistance is available in English, Spanish, Vietnamese, and Chinese.
What you can do before October 5
Moved within the same county. The address can be changed online through the Secretary of State's update tool. It asks for a Texas driver's license or ID number, a Social Security number, and the Voter Unique Identifier.
Moved to a new county, or registering for the first time. Texas requires a signed paper application. The form can be filled out online, but it has to be printed, signed in ink, and mailed or delivered to the county voter registrar. Harris County applications go to the Harris County Tax Office. Mailed forms need to reach the registrar by October 5, so allow several days.
Address unchanged. Submitting an update anyway confirms the record and clears the suspense flag.
Dates
Monday, October 5, 2026. Last day to register or update a registration for the November election.
Monday, October 19 through Friday, October 30, 2026. Early voting. Any registered Texas voter can vote early in person, and Harris County voters can use any voting center.
Tuesday, November 3, 2026. Election Day. The ballot includes races for governor and United States senator.
Nearly 200,000 Harris County registrations carry this flag going into that ballot. Every one of those voters remains eligible. Some will find out about the extra paperwork while standing in line, which is the hardest place to sort it out.
Check yours. Then text the link to three people. The whole thing takes less time than the walk to the mailbox.
