Understanding the 2025 Texas Constitutional Amendments
This presentation provides a clear, nonpartisan overview of the 17 proposed amendments Texans will vote on in the November 4, 2025 election. Prepared in partnership with the Houston Voting Initiative and based on resources from the League of Women Voters of Texas, it breaks down each proposition with explanations, pros, and cons to help voters make informed decisions at the ballot box. Stand Against Racial Gerrymandering β Take Action on House Bill 4 (HB4)
House Bill 4 (HB4) was voted out of the Texas House Redistricting Subcommittee last week, and it represents a serious threat to fair political representation β especially for Black and Brown communities in Houston and across Texas.
This bill would redraw voting districts in a way that weakens the political power of communities of color, particularly in congressional Districts 9, 18, 29, and 33, which are currently represented by leaders from these communities. This process, known as racial gerrymandering, has been used across the country to silence the voices of Black, Latino, and other marginalized voters.
We must continue the fight to protect our voting power and ensure our communities are represented fairly and justly in government.
Whatβs Happening?
HB4 is a redistricting bill that changes how certain voting districts are drawn.
These changes target districts in Houston and surrounding areas, where Black and Brown communities have elected leaders who represent their interests.
Civil rights groups and legal experts say these new maps dismantle majority-minority and coalition districts, where voters of color have historically come together to elect candidates of their choice.
This is not just unfair, itβs unconstitutional and a violation of the Voting Rights Act.
